CHARTER OF VIETNAMESE
SCOUTING
PREAMBLE
- Since the day the leaders and
members of the Vietnamese Scouting and Guilding Movement were
forced to leave Vietnam, a conserted effort has been made to reactivate
the Movement's activities in the countries of new resettlement.
- The common need and wish of
the Vietnamese Scouting are to set up a central organization in
order to represent Vietnamese Scouting on the World Organization
of the Scout Movement (WOSM) and the World Association of Girl
Guides and Girl Scouts (WAGGS), and to coordinate Vietnamese Scouting
activities in the countries of new resettlement in such a way
that these activities are consistent with the WOSM and WAGGS and
compatible with the environments of these countries.
- The agreements and pledges given
in this document will be used as a basis for the organization
of Vietnamese Scouting units which will operate under the auspices
of the Central Committee of Vietnamese Scouting in the future.
DIRECTION
- Vietnamese Scouting constitutes
a large family of Boy Scouts as well as Girl Guides who continue
to follow the aims laid down by Baden Powell. The Central Committee
of Vietnamese Scouting is a member of the World Organization of
the Scout Movement and the World Association of Girl Guides and
Girl Scouts.
- Vietnamese Scouting will continue
to retain its national characteristics while responding to the
current need of preserving the Vietnamese spirit and culture.
In this area, Vietnamese Scouting is prepared to work together
with other Vietnamese organizations sharing the same objectives.
- The Central Committee of Vietnamese
Scouting will provide guidance to its members in respecting the
rules of the World Organization of the Scout Movement and the
World Association of Girl Guides and Girl Scouts and in respect
to the jurisdiction of national Scouts associations.
ORGANIZATION STRUCTURE
- In each country, Vietnamese
Scouting units will be established and will operate in full agreement
with local Scouting organization.
- The Central Committee of Vietnamese
Scouting will provide liaison, coordination and guidance to all
Vietnamese Scouting units.
- Vietnamese Scouting regards
this worldwide organization structure as a contribution to the
overseas Vietnamese community in its continuous effort to promote
the betterment of the welfare of the Vietnamese people.
