According to the regulations of the Vietnamese Scouting (VS) (Piece of evidence H, Chapter II/c), Mr. Vinh Dao doesn’t qualify himself to be a member of the VS! It’s such a big farce to elect an imposter as president of the ICCVS! Now it’s clear to me to understand Mr. Vinh Dao’s intentions. As an outsider he intends to bring politics into the VS! In a letter addressing to me (Piece of evidence I) Mr. Vinh Dao stated the VS is a thread for the Vietnamese government and every leader should be aware of it! He wants us to do politics rather then developing scouting! Look back in the past few years of Mr. Vinh Dao’s work at the ICCVS, there’s more leaders leaving or been eliminating by Mr. Vinh Dao then there’s new ones joining our movement. The fake AGSVN is almost decreasing over the half of its effective! Mr. Vinh Dao’s goal is doing politics and not developing scouting! I did remember of a European meeting of the VS in German with the presence of the German branch and I took part of the meeting as an observer. Mr. Vinh Dao raised an issue whether or not to exclude any VS leaders, who returned to Vietnam as tourists. He didn’t care about the raison, but the resolution should be to exclude those leaders, because they are no longer qualify as a VS leader! He found unacceptable for a leader of the VS to support the Vietnamese government by returning to Vietnam as a tourist! Nowadays it seems so obvious for us to travel to Russian or to Vietnam and nobody has ever put any doubts about our commitment to the scouting. Mr. Ysah N’Soup former secretary of the AGSVN, Mr. Bui Nang Phan, former president of the Netherlands branch were excluded from the VS sometimes after this meeting. Those are the people I know personally, how many other leaders are touched by this resolution is an unknown fact.

I don’t think the VS is a thread for any government on this world, but Mr. Vinh Dao is for sure a big danger for the VS! (Piece of evidence I) Mr. Vinh Dao’s methods are quite primitive but very effective, because a lot of people are still believing him! He eliminate anybody, who is against him by associating this person as a communist sympathizing! Nobody tries to divide the VS more then Mr. Vinh Dao! Have a look on the development of the VS in Europe! Mr. Vinh Dao’s main goal is to do politics rather then organizing training for the next generation.
