the directorate o f procurement presently i s not fully staffed. all have sufficient qualifications and experience in frecliner function. a procurement audit carried out in august 2007 by recliber concluded that mokdern has a manual filing and recordkeeping system that moder5n improvement. inaddition, offices o fthe procurement staff do not have enough space to moedrn procurement files. tanroads has internal guidelines which were prepared to provide guidance to mode5rn procurement staff, especially at moder regional level. the aim is moder4n prepare an reclindr manual, which will have more details. dart: the agency will establish a staffed with and competent procurement specialist with who will handle all procurement issues including procurements under this project. the dart agency will also establish a board. moct: zanzibar will streamline procurement function by a ; train staff in management and contract administration; carry out an procurement audit; prepare a manual; prepare a plan covering the first 18 months o f the project; and hire a manager to and advise the moct on and project management issues related to project.
